TOPIC: Change Requests

Hello all,
I have a pressing question that I can't seem to settle on a response to, and I am hoping you can help me process it. The Org. procedure requires only the CCB
to approve all change requests (that impact the baselines) of this project. The CCB meets every other month, and the PM has a change request that impacts the cost baseline (and the schedule's); it needs the CCB's review asap because the project has 3 weeks to go and is already behind schedule. His options are to:
- Escalate to the project sponsor
- Wait for the CCB to meet next month
- Approve the request, document it and notify the stakeholders
- Find other individuals named in the pm plan and org. procedures who have the authority to approve change requests that don't impact baselines (to see if it is okay to make an exception to approve this due to the extenuating circumstances, maybe)

Any thoughts on which action is the most appropriate and why?

I would go to Sponsor as CR is important for project, CCB is not available and it's sponsor's responsibility to help you out..
