TOPIC: A weird question for me and was not able to decode it in any way

I came across a very weird question somewhere recently and the question goes this way..
A internal stakeholder had committed to some deliverables to his vendor on a date it seems. It then asks here what depedencies should project manager make sure are fulfilled to ensure these deliverables meet those dates.
Options are
Internal, external, mandatory, discretionary..
Can some one help me decode this question. What's asked here.. and how to analyse this

In order for us to answer the question, it would be best to get the question exactly as written instead of a paraphrase. Many of the question on the PMP exam require a close reading of the question.
