TOPIC: Does Resource Management plan cover who will join project team?

PMBOK mentions "Plan Resource Management is the process of defining how to estimate, acquire, manage, and use team and physical resources.", but it also use a tool RAM/RACI to "show the project resources assigned to each work package."(PMBOK page317). In Figure 9-4, PMBOK shows a RACI example which mentions team member names Ann/Ben/Carlos/Dina/Ed"
My question: Shouldn't resources be acquired and assigned after "estimate activity resources" and "acquire resource"? how can resource management plan assign resource?

I may have found it:
9.3.3.2 Project team assignments: "Documentation of team assignments records the team members and their roles and responsibilities for the project.Documentation can include a project team directory and names inserted into the project management plan, such as the
project organization charts and schedules"
So resource management plan will be updated with the information from "project team assignments"
