TOPIC: Resource management plan update during Acquire resource process

Hi Team,

There is a situation mentioned in question where PM is in the process of putting team together, number of resources called out in resource management plan are not available due to attrition and other issues. What should PM do next.

What should PM do next , He should hire an outside contractor or submit a change request to update necessary plans and documents?

Do PMs need to submit change request before acquiring the resource, don't we acquire the resources and then update the RMP with experience of hiring the resources?

Please help..
