What is project managers's reserve? Is it a portion of management reserve?

If change the management reserve which is not effected base line and it is kept to assess project via trend analysis do you think it needs to create a change request? This change is not effect base line.

Management reserve is the amount reserved for unknown unknown risks that is held by the management. It is not included in the baselines. However, if you need to use the management reserve to increase the project manager's reserve which could affect the baselines, you will require a change request.

In Lession L07.03: Determine Budget - Part 2, 21:19
"Which of the following does not need a change request to modify its value after it is approved?"
"The correct answer is B: Mangement Reserve"

However, in Self_Assessment_07_Cost, the explanation under Question 13 says "B.) ... but increasing manager reserve requires a change request...".

So is change request required to change managment reserve?
