TOPIC: Question on calculating Communication Channels

Do I need to include PM as a stakeholder while calculating communication channels?

Or is there some scenarios where only number of stakeholders are included to calculate communication channels?

Any one that is allowed to communicate must be included, even the PM.
Pay attention to how the question is worded in case they leave someone out specifically.
