TOPIC: Project Charter and Project Management Plan Approvals

I know this may be a fundamental question but who approves (if any) the;

* Project Charter
* Project Management Plan

Also where is the benefits management plan created and who approves?

For the project charter, it would be the project sponsor, and in some cases - the sponsor along with selected key stakeholders

For the project management plan, you should first find out what org structure of the company the project takes place. The plan is approved by the project sponsor and the key stakeholders (ex. functional managers who provides the resources for the project)
