TOPIC: Change Request Process

I am confused with Change request questions.
In simulator questions, the explanation was to submit a change request and assess the impact on cost, quality and schedule but in another question it was opposite which is to ass the impact and then submit the change request.

Can someone please help me to clear the confusion?

if you are referring to prepcast simulator questions, then your best tool is to submit Live feedback from the simulator and you will receive feedback from the prepcast team (As You shouldn't submit the questions here).
but if the questions are public, please share them here to discuss (don't forget to mention the author )
