TOPIC: Why Cost Baseline not an input to Control Costs?

While closely reviewing the inputs to Control Costs under the Cost Management Knowledge area, I noticed the following.

Cost Baseline which is a key output of the Determine Budget Process is not an input to Control Costs.

Here are the inputs to Control Costs:
1. PM Plan
2. Project Funding Requirements
3. Work Performance Data
4. OPA

Is it assumed that PM Plan contains the Cost Baseline (as part of Cost Management Plan)?

Its contained in the project management plan.

The Project Management plan does indeed contain the Cost Baseline -- in fact, all of your baselines (scope, schedule, etc) are considered part of the PM plan.

However, that does not mean that the Cost Baseline is part of the Cost Management Plan. The Cost Management Plan is all about how you are going to plan, estimate, control, and report costs. So logically the Cost Management is an input for developing the Cost Baseline.
