TOPIC: Question on HR Mgmt Knowledge Area..

Hi,
Could someone explain the answer to the following question?

1. Under which process group does the activity of Staffing, Training and Managing a Team fall?
a. Direct & Manage Project Execution
b. Develop Project Team
c. Manage Project Team
d. Acquire Project Team

Answer: a

I was able to guess this. It is also mentioned verbatim in PMBOK (Page 83).

But then this seems to raise a conflict between what is to be achieved via processes mentioned in b,c & d. Can anyone offer a satisfactory explanation?
