I found a reference to Change Management system in techfaq's sample questions.

Can some one help me understand what a Control Management System is?
Which process does it relate to?

I could not find a reference to it in PMBOK.
I know there is a Change Management plan we have in Project Management plan.
Is Control Management System related to the Change Management plan?

Any pointers would be appreciated.

I don't think that I have heard the term Management Control System used as part of concepts used in the PMP Exam. However, PMI continuously updates exam questions, so we never really know what to expect on the exam.

A Management Control System is a tool used by management (obviously!). This tool gathers key performance measurements from various areas within the organization (from HR, Finance, Marketing, etc.) and presents these to management for decision making. As you can see from this short description, this system is more focused on company wide control and not "only" for project management.

However... in the last two years PMOs have more and more begun to take on a more enterprise level support function. So I could easily see that many PMOs are involved in the "care and feeding" of such an MCS.

I guess it's good to know what this tool is but I wouldn't go much beyond it at this point.

The question from techfaq is as follows:
1)A project manager has created a document and wants to track the changes made in the document. The project manager should create _______.
1.Configuration Management System
2.Project Management Information System
3.Project Management System
4.Control Management System
Correct Answers are : 4
Explanation :
D is the correct answer.
Control Management System tracks the changes.

As per the above the Control Management System would be something that tracks changes. I am confused on this point, as till now I was under the impression that the Configuration management system eg Microsoft VSS, is used for version control,access control and tracking changes.

I would have answered the above question as Configuration management system.
Which is the wrong answer as per them :(

Is my understanding of the Configuration management system on the right path?
