I was wondering, is the 25 question test for the 35 contact hours a timed test?

Our "Final Exam" is not a timed test. You can do it as quickly or as slowly as you like.

Also: There is no limit in how many times you can take the test. About 90% of our students pass the test on the first try and only a very small number has to take it 3 times in order to pass and receive the certificate.
