can someone advise what should be the BEST answer and WHY : Obviously 1 and 4 not the correct answer. but its argument between 2 and 3.

The latest change request you received does not impact the project cost. As a PM, what should be your next step?
1. Speak to your manager about the change request
2. Send the change request to the CCB
3. Evaluate the impact on other constraints
4 Go ahead and make changes.

As a PM, one should estimate the impact of change request on project cost, schedule and any other constraints and then document it as well. This information is used during change control meetings.

So, what should be your next step as per the question?
