TOPIC: Manage Quality definition

Hi,

I'm getting a little confused with the definition of Manage Quality- "Translating quality management plan into executable quality activities that incorporate the organizations quality policies into the project."

I understand that the tasks in Manage Quality are to ensure that quality procedures are being followed. However, isn't translating the execution part go into the scope execution? I.e. If we want to complete a quality control hold point in a process we would add it as a deliverable in the WBS. The Manage quality process seems more of a monitoring and control process.
