TOPIC: Another Mock Exam Question on Velocity

Another question I'm struggling with on velocity:

A 3 iteration release has been 19,21, 20 story points implemented successfully. Therefore, the actual velocity of the team is ____ and its capacity for forward planning is ____ .
A. 20;21
B 20;20
C. 60; 21
D. 60; 20

The answer sheet says it's A, but why isn't it B because for forward planning wouldn't you use the average velocity of the last 3 iterations with particular notice to the last iteration velocity, both which are 20?
