I don't know about "always has been the case" but there has always been a split between "education" and "giving back" for as long as I've been certified. The education section is now split between three areas, each requiring 8 hours (so you will have to put in more hours in one or more areas to get 35 hours). It's not that difficult with listening to podcasts and such for the education part.

Education asking for required 35 PDUs and Giving Back for 25 optional PDU ?this has always been the case ? Thank you.
