Changes to the configuration and requirements management plans , do they go through the change control board? what about changes to performance measurement baseline (PMB)?

The change management plan, configuration management plan, requirements management plan, and performance measurement baseline are components of the project management plan—dependencies of the project. Therefore, an approved change request can modify the formally controlled project management plan components or project documents.
